The 1950's were a dark time for the nations that made up the so called western world, just when things were beginning to look optimistic with the defeat of the axis powers and the subsequent economic boom that followed in the US and to a lesser extent the UK, it seemed war and suffering would once again rear it's  head.

Some countries had it worse then others, France, West Germany, and Scandinavia for example were just emerging from the desolation of WWII when the Red Army swarmed over the Iron Curtain during the Soviet January-offensive of 1955. The invasion had occurred out of retaliation for the nuclear bombardment campaign that NATO had been running from Turkey. Despite being somewhat bogged down in Asia in the face of the long drawn out Sino/Korean War, the forces of the Soviet Union had quickly overwhelmed Turkey and the nations of Western Europe, only facing real opposition in Franco's Spain. The United States's failure to deploy troops in Europe would cost them them the continent as the last pocket of organized resistance in Spain and Turkey was stomped out by the Red Army in 1958, slating the entire continent for direct annexation.

By 1959 the situation for the NATO alliance wasn't looking very good, continental Europe had been completely lost, fighting in Asia had devolved into a brutal war of attrition with no end in sight, and both the US and UK were facing daily bombardment (both conventional and nuclear) by Soviet bombers. The hopeless and brutal circumstances that were now facing citizens of the anglosphere caused many to place their faith in new political movements such as the English Socialist Alliance, originally a radicalized faction of the UK Labour Party that had come to incorporate and radicalize various trade unions from America and elsewhere in the British Commonwealth. In March 1959 hundreds workers took to the streets in the US, UK, Canada, Australia, and even South Africa and declared the largest general strike the world has ever seen. Despite the fact that membership or even association with the English Socialist Party was illegal in most countries due to the organization's de facto alliance with the Eurasian Soviet Union, authorities proved unable to quell the strike due to being occupied by the war.

In July of the same year the strikers became violent and overthrew the government of South Africa and later Australia, leading to a full blown civil war within the anglosphere. By the end of 1960 the revolutionaries had forcefully dissolved the governments of America and the Commonwealth and the Party had declared the beginning of "The Greater Oceanian Federation". Early Oceania was chaotic and decentralized, with a distinct lack of communication between the member nations, these problems would come to a head during the coup of December 1961 were the party's leader, Emanuel Goldstein, and his circle would be removed from power and subsequently executed by a dissident cabal within the party. The new leadership (who would remain unseen, choosing instead to project their mascot "Big Brother" unto the masses) would co-opt the party's original anarcho-syndicalist ideology and impose a crypto-Stalinist system.

By the early 1970's the English Socialist Party (now going by the name "Ingsoc") had succeeded in their ambitions to enslave the English-speaking world, purging remnants of the old Party and sending any political dissidents to one of their newly constructed gulags in northern Canada or the Australian outback. They even managed to succeed in the lofty task of imposing newspeak, and various other methods of psychological control on Oceania's massive population, an idea they nicked form Eurasia, who managed to impose nu-Russian and cyrillic on their conquered territories with varying degrees of success. Although Latin America's integration into Oceania had technically begun in 1960 with the Cuban Revolution (Castro and Che were Ingsoc members ITTL), it wouldn't be until 1971 that the scramble for South America would begin. The struggle to carve up a sphere of influence in Latin America would begin in 1971 with the Argentine and Chilean revolutions, in which Ingsoc-inspired revolutionaries would overthrow their respective governments and immediately seek an alliance with Oceania, shortly after   Brazil would fall into a civil war between Eurasian-backed insurgents and Oceanian-backed insurgents. In 1975 Oceania would invade Mexico after a Eurasian-backed coup took charge of the country, by late 1977 Oceanian forces had completely overrun Central America and the Caribbean islands. By 1979 Oceania had achieved full domination of the New World, the Brazilian Civil War had ended in their favour and they had sponsored coups in, and subsequently occupied the remaining nations of Latin America, on August 12, 1980 the entirety of South and Central America had been annexed by Oceania, but unbeknownst to the the civilian population of the English speaking portion of Oceania the South Americans for the most part didn't speak English and had a fairly large amount of local autonomy.
In my 1984 scenario I sort of skimmed over the formation of Oceania. So I decided to write a more detailed account of what circumstances lead to the formation of this iconic dystopian state. :)
